Public engagement campaign for mental health law reform—Barbados
The Centre for Mental Health Law & Policy, Indian Law Society, Pune, in collaboration with the Pan American Health Organization (PAHO), provided technical assistance to the National Mental Health Commission, and the Ministry of Health and Wellness, Barbados, in developing and implementing a comprehensive communication strategy and plan to drive public dialogue on mental health legislative reform.
The communication strategy was guided by three key approaches:
- Engaging audiences through familiar and accessible settings
- Leveraging trusted channels and networks
- Embedding participation across all activities
- Introduce and promote the National Mental Health Commission of Barbados
- Increase public understanding of the Draft Mental Health Legislative Notes that would inform the New Mental Health Act
- Gather public feedback on the Draft Mental Health Legislative Notes
- Promote national dialogue on mental health awareness and wellness
The campaign used a mix of digital media platforms such as social media, WhatsApp, and government-owned websites, traditional media channels such as print, television, and radio, and on-ground activities such as youth pop-ups and community conversations, to engage audiences through platforms and settings they frequently used.
Collaborations with youth-led organisations were formed to amplify messages within their own circles of trust. The Community Mental Health Conversations conducted both in person and online via YouTube, enabled real-time engagement with representatives of the National Mental Health Commission.
